中文摘要 随着教育改革的积极推进和我国高校公共音乐艺术教育的发展，特别是面对来自基础音乐教育改革的强烈挑战，高校公共音乐艺术教师如何找准自己的角色定位并获得自身发展，是一项亟待解决的问题。笔者以宏观教育为背景，概览我国高校公共音乐艺术教育史，从比较教育学的角度出发，揭示了目前我国高校公共音乐艺术教育师资队伍建设所面临的难题；在介绍美国麻省理工学院公共音乐艺术教育师资队伍建设现状和美国优秀音乐教师标准、德国音乐教师标准的同时，以前苏联、美国、德国、日本在加强培养音乐师资方面的举措为参照，旨在提出我国高校公共音乐艺术教育师资队伍建设的构想：即从终身学习的理念出发，建设一支结构优化、素质优良、富于创新精神与实践能力的师资队伍，是我国高校公共音乐艺术教育师资队伍建设走出困境并得以壮大发展的必然选择。本文共分为三个部分：第一部分，回顾了我国高校公共音乐艺术教育发展过程中教师的突出作用，并与美国麻省理工学院音乐师资现状进行了相关比较，在介绍美国优秀音乐教师标准、德国音乐教师标准之后，将笔者所做“有关高校公共音乐艺术教育师资队伍建设对策研究”的问卷调查结果呈示出来，并加以简要分析。 第二部分，从认识理念、数量与质量的关系、管理体制层面和交流状况这四方面，揭示了高校公共音乐艺术教育师资队伍建设面临的困难及存在的问题。第三部分，提出了高校公共音乐艺术教育师资建设的相应对策：即以领导重视为前提，达成共识是关键；讲数量谋发展，靠质量求生存；加强职前教育，注重职后培训；增强交流合作，促进教师成长，并对上述四方面进行了阐述。

英文摘要 With the advance of the educational reform and the development of the common musical education in universities of our country and the challenges from the basic educational reform, it is a challenge for teachers to locate their positions and developing themselves. The author surveys the music history from the perspective education and reveals the problems which the teachers have to face. Based on the present situation of common musical teachers' construction in Massachusetts Institute of Technology, the standards of the excellent musical teachers in USA and the standards of musical teachers in Germany, consulting teacher measures in training of Soviet Union, American, German, Japan, in order to devise a conceiving, which the common musical in universities of our country, the basic is studying through lifelong, setting up an optimizing structure, excellent quality, stressing innovation and filling of practical ability, that is a necessary choice in getting rid of difficulties and to be strong about the teachers' construction of common musical education in universities. This dissertation consists of three parts: Part one, Memorized the special position of common musical teachers in universities of our country. Comparing with the situation of the common musical teachers in Massachusetts Institute of Technology. After introduced the standard of excellent musical teachers in the USA and the standard of musical teachers in Germany, the author shows a questionnaire about "Research for the teachers' construction of common musical education in universities", then analyzing and commenting. Part two, Demonstrating problems and difficulties for teachers' construction of common musical education in universities from these four parts: Spirit of cognizance; Content quantity with quality; Managing system and Situation of communication. Part three, Giving the teachers' construction of common musical education in universities: Leaders should pay much attention to it, this is a prerequisite, it is key to come to an agreement; Developing with quantity, living with quality; Enhance the education before involving in jobs and focus on the training after working; Strengthen enforcing cooperation and communication, influencing the teachers' growing , writer explicates last four parts.
