中文摘要 为建设社会主义新农村,实现农村教育尤其是农村的信息化教育的跨越式发展,国家教育部、国家发展和改革委员会、财政部联合下发了《农村中小学现代远程教育工程试点工作方案》(教基[2003]22号)。项目充分体现了教育的科学发展以及重视实效的作用,建设在农村中小学(不含县城学校),实现“一网三用”的功能,即应用于农村中小学现代远程教育、农村党员干部现代远程教育、农民科技培训。项目建成后,农村中小学将成为中小学现代信息教育中心、党员干部教育中心、农民科技培训中心,更好地为社会主义新农村的经济和社会发展服务。 该项目的实施从根本上解决了我国农村中小学现代信息技术资源匮乏、师资水平不足、学生信息技术能力欠缺的问题。目前,长春市农村中小学现代远程教育一期工程中设备的安装、调试工作已经完成,资源接收、下载和教学应用工作正在进行当中;二期工程的招标工作刚刚结束,基础建设即将开始。 本人作为该项目长春建设的基础情况设计、施工、验收以及应用的具体工作指导人员,充分体会到了开展农村现代远程教育,建好、管好、用好农村中小学现代远程教育设备是这次工程的具体目标,各级领导多次提出上述意见。目前,设备的安装验收工作已经基本完成,应用问题不仅是工程的重点,也是工程最大的难点。应用当中,既有教育思想、教育观念的更新问题,又有教育教学方法的变革问题;既有制度建设、经费投入的问题,又有队伍建设、技术保障的问题。当前,我们要把工程实施的重点逐步转移到远程教育在教育教学的应用上来,深入细致地研究推进应用当中的困难、问题和关键环节,扎实有效地推进工程的应用。 应用中主要的问题在于是否有相应的可利用的丰富的资源,资源的建设应本着按照标准引进和接收、开发相结合的思路进行。其中接收和自主的建设资源库是应用的前提,应利用国家给我们提供的设备、信息资源,进行了与地方信息资源的整合。本地的优质教学资源也很有代表性,并适合本地区的教学特点,各级信息技术教育部门在这方面也作了大量的工作。结合农村中小学现代远程教育的契机,一是学校要接收好国家的资源、下载使用好、各个学科利用好;二是要开发出本地优质资源并能够通过捐赠等形式发到农村学校,使农村学校既能够利用远程教程教育资源,又能够使用上本地优质资源,从而使农村学校的孩子享受到与本地区城市孩子相同的教育资源。 在应用上一要充分用好现代远程教育的资源加强学生的思想道德教育,通过多种形式,引导学生弘扬民族精神,增进爱国情感,提高道德素养。二要把英语、语文、音乐、美术、科学等课程的优质资源在课堂教学中普遍使用起来,解决教师的结构性短缺和学校教学设备不足的问题。三要把现代远程教育作为在农村地区推进课程改革的重要培训形式,使广大农村教师迅速接受新的教育教学理念,学会先进的教学方法,提高自己的教学能力。四是要为农村其他培训提供平台,提高远程教育的使用效益。
英文摘要 In order to construct the socialism new countryside, realized the rural educationcountryside becoming an information based society education to surmount the typedevelopment in particular, the national Ministry of Education, the national development andthe reform committee, Ministry of Finance after-crops "Countryside Elementary and middleschools Modern Distance learning Project Experiment site Work Plan" (to teach the basejointly[2,003]22).Theprojectfullymanifestedtheeducationsciencetodevelopaswellastotake the actual effect the function, constructed (does not contain county seat school) in thecountryside elementary and middle schools, the realization "a net three used" the function,namely applied in countryside elementary and middle schools modern distance learning, thecountryside party member cadre modern distance learning, farmer science and technologytraining. Intheapplicationthemainquestionliesinwhetherhascorrespondinglymaytheuserichresources, the resources construction should in line with defer to the mentality which thestandard introduction and the receive, the development unifies to carry on.
