中文摘要 新世纪伊始，为了加快推进社会主义现代化建设，培养和造就我国21世纪的一代高素质新人，全面推进素质教育，促进学生全面发展和健康成长，国家教育部颁布了《全国学校艺术教育总体规划(2001—2010)》，旨在改变学校艺术教育还处在相对薄弱的地位，以适应21世纪人才培养的需求。 2001年7月，新的《基础教育课程改革纲要》针对我国现行音乐教育体系的现状进行了重大改革，《全日制义务教育音乐课程标准(实验稿)》，以下简称《新课程标准》，给我国现行音乐教育的改革与发展提出了新的要求，那么，《新课程标准》实施后，全国广大中小学音乐教师怎样贯彻它的方针和要求，并把它落实到实际教学中，在教学中充分地理解和运用好，以提高教师的教学水平和学生学习能力，这是一个值得我们教师思考的重要问题。基于此，本文回顾了20世纪90年代末期到21世纪初，我国音乐教育的发展过程和现状，运用问卷法、访谈法和观察法调查了抚顺市顺城区小学《新课程标准》实施的具体状况，如音乐教师对《新课程标准》的理解和使用情况，学生在《新课程标准》实施过程中的感受和自身的变化。从教师自身教学能力的提高、音乐素养的提高、教学技能和教学方法的转变、学生学习方式的变化、课程评价方式等几方面，总结了顺城区小学音乐教育在实施《新课程标准》以后的变化和在实施中存在的问题，对《新课程标准》的推广进一步要求，以及对课改的希望，旨在促进《新课程标准》进一步完善，以便更好、更有效地指导音乐教学工作，完满有效地完成第二个十年规划，从而促进抚顺市中小学音乐教育  

英文摘要 At the beginning of the new century, in order to accelerate the drive for socialist modernization, training and bringing up of my 21 new generation of high-quality, comprehensive promotion of quality education, promoting healthy growth and overall development of students, the Ministry of National Education announced the "National Schopl arts education master plan (2001 -2010)" arts education in schools is also aimed at changing the rdlatively weak position to respond to training nedds of the 21 st century.
