中文摘要 河南省普通高校公共音乐教育开展以来，不平衡现状影响其进一步全面的普及实施。本文以公共音乐教育过程中的学生和教师为调查对象，通过实地走访和发放调查问卷的方式，把本文调查涉及到的河南省内高校划分为三类，分组进行对比分析，找出造成公共音乐教育发展不平衡的原因，如：地域差异、领导重视程度等，并针对上述原因提出相应的解决对策。本文指出特别要关注广大教师和学生的实际情况，教育改革的理想才能成为现实，才能切切实实的提高我们人力资源的整体素质。  

英文摘要 Ever since the public music education courses was initiated in the colleges of Henan Provience, the imbalance conditions have been obstructing its furthermore popularization and implement progress, this discourse takes the students and the teachers in public music education process as to investigation object. Carrying out series investigations which through the way of questionnaires and face - to- face talking, The paper tries to find reasons (such as the distinction of regions , how many recognitions the leaders give ,)of imbalance conditions by means of dividing the colleges that be involved in the investigation into three groups , and give contrastive analysis group by group . then the corresponding solutions .The author points out that only attach importance to actual educational conditions, can the educational reform ideas come truth , can we improve the entire Qualities of manpower resource .
