中文摘要 改革开放后的二十多年中我国普通高校音乐教育发展迅速，取得了很大的成绩，但是仍然存在一些问题。其中最主要的问题是：一、普通高校音乐教育没有面向全体学生。二、教学内容设置较随意，缺少对世界音乐文化的认同。美国在二十世纪六十年代发表了《唐哥伍德宣言》(以下简称《宣言》)，《宣言》第一次提倡音乐艺术教育应成为学校课程的核心，并在1993年美国政府颁布的《2000年目标：美国教育法》中，首次把艺术确定为学校的核心课程(其他核心学科是英语、数学、科学、历史和地理)。在《宣言》的影响下，美国大学都开设了丰富的音乐课程，许多大学还开设了“世界音乐”的内容，并出版了许多“世界音乐”教材。 针对我国普通高校音乐教育存在的主要问题，我们应该借鉴唐哥伍德宣言的精神，发展面向全体学生、能够为学生提供世界音乐文化内容的普通高校音乐教育。本文共分三个部分。第一部分主要介绍我国普通高校音乐教育现状及存在的主要问题；第二部分主要介绍《宣言》产生的背景、内容以及影响及；第三部分主要介绍《宣言》对我国普通高校音乐教育的启示。  

英文摘要 The public music education of ordinary colleges has grown fast and obtained great achievements during over 20 years after reform and opening-up. But there're still some problems which are as follows: First, public music education of ordinary colleges didn't face all students yet; Second, the content of curriculum was set up unreasonably and lack the part of world music culture. In 1960s Tanglewood Declaration was published in America, which firstly advocated that music education should become the core of school curriculum and then confirmed art as the core of school curriculum in Goal in 2000: Law of American Education for the first time. Influenced by Tanglewood Declaration, a lot of American universities opened the curriculum of world music and published many teaching materials about world music. According to the main problems existing in public music education of ordinary colleges in our country, we should draw lessons from the spirit of Tanglewood Declaration and develop the public music education of ordinary colleges both facing all students and offering the content of world music culture to them. This paper is formed of three parts which are as follows: Part one introduces the current situation of public music education of ordinary colleges in our country and the predominant existing problems; Part two introduces the influence of "Declaration" and the enlightenment to public music education of ordinary colleges in our country; Part three introduces the necessity and concrete implementing methods of popularizing the content of world music curriculum in public music education of ordinary colleges.
