中文摘要 经济高速发展与激烈竞争的21世纪,对全球教育提出了全方位的挑战。普通高校音乐教育的特殊性决定了其在为国民经济技术改造、产业结构变革等方面的需求输送各类各级人才过程中的重要性。 本文在对目前我国普通高校音乐教育管理体制现状调查与分析及对国外普通高校管理模式比较研究的基础上,按照高校教育改革的新要求,树立“以人为本”的思想,运用调查研究、比较研究、理论与实践相结合等研究方法,从教育管理学、组织理论的角度,将教育行政与教育管理等同看待,对普通高校音乐教育的管理模式进行了深入的理论研究与总结,论证了双线制管理模式向单线制管理模式的转变的必要性,提出建立音乐教育的民间协调机构和普通高校音乐教育督导委员会,进一步完善普通高等院校音乐教育管理层次。针对如何理顺组织关系、充分发挥组织人员的积极性,建立有利于普通高校音乐教育发展的管理格局等,进行了初步的探讨。论文成果对于健全高校美育工作组织机构、优化管理系统、提高美育工作实效具有一定的理论和实践意义。
英文摘要 With the rapid development of economy and intense competition in the 21st century, the all-round challenge is proposed to the education all over the world. The uniqueness of music education in university determines its importance in the process of sending all types of talents to meet the demand of technological and industrial structure transformation in national economy. On the base of the survey and analysis on the current state of Chinese music education management system and comparative studies on the management module of foreign universities, according to the latest demands of education reform, with student-oriented thought, taking research methods such as survey, comparison and combination of theory and practice, from the perspective of educational management and organizing theories, the author combines educational administration with educational management, theoretical studies and summarizes on the educational and management module in the universities intensively to demonstrate the necessity of transformation from two-line management to one-line one, and thus promotes the proposal of establishing the non-government organization of music education and the steering committee of music education in university to improve the management of university music education. Besides, the author also investigates primarily on the question of how to harmonize the group and exert and organize of stuff's activity, and how to establish the management pattern which is propitious to develop music education in universities. The thesis is theoretically and practically meaningful to improve the art educational organization structure and optimize the management system and enhance the effectiveness of art education.
