中文摘要 在信息技术迅猛发展的今天，越来越多的新技术和新方法逐步走入学校、走入课堂，为促进教育教学的发展、提高教育教学效率、效果提供了许多新的可能。因此，积极开发、利用以计算机技术为核心的信息技术在教学中的作用，实现信息技术与中小学音乐课程整合促进教学最优化正逐步在校园得到推广和普及。本论文的研究正是基于这样一个大环境下产生并形成的。论文的形成主要从以下三个方面进行阐述并作展开： 1、根据大量的文献分析和调查研究，指出当前中小学音乐教育现状和利用信息资源进行教学的现状并在对比中外音乐教育资源建设发展现状基础上，指出当前中小学音乐教育资源建设的特点与不足。形成并提出建设自我特色的中小学音乐教育信息化主题资源库的设想。 2、在实践的基础上，参照现有的资源库建设成功案例，提出建设中小学音乐教育信息资源网站的具体构想和具体方法。即从网站平台建设、学科资源库建设和交互平台建设等三个方面对中小学音乐教育资源库的建设进行了全面的阐述。 3、在如何利用信息化教育资源促进教学方面，论文从中小学音乐的三个教学领域，即课堂教学、课外教学和课外活动三个方面，以及在不同教学模式下对如何利用信息化资源以获得良好教学效果提出了具体的设想和意见。 

英文摘要 Today, with the fast development of information technology,more and more new technologys and new methods is entering the school and classroom. It offers more new probabilities for us to accelerate the educational development and to improve the educational afficiecy. In currently most schools, the teachers has realized it. The study come into being in such a great background. The thesis begin and spread its expatiate form three aspects as follows: At frist, according to lots of analysis of literature and investgation, the writer points out the actuality of music education in middle school and elematary school and based on contrastive conclusion bewteen China and abroad in the aspect of music education resource construction, the writer points out the shortage in music education resource construction in middle school and elematery school in our country. Thereout, the writer bring forwad its assumption to construct own music edcation informational topic recource bank. Second, based on the practises and consulting the currently successful case of resource bank, the writer bring forward the thought and method to construct the music education information resouce bank of middle school and elematary school form three aspects.such as the construction of web platform, the comstruction of subject resource bank, the construction of communion playform. Finally,in the aspect of how to accelerate the teaching effect by information resource, and how to make use of the information resource to get a better instructing effect in defferent instructing pattern, the thesis point out the ideals and suggests from three fields of music education in middle school and elematary school ,such as classroomteaching;outdoor teaching; outdoor play.
